I was heard that it was necessary to get snow tires in Vancouver,but when I talk to people in Vancouver they say it doesn't really snow.So is it really necessary to get snow tires?

No need in Vancouver. 3 days / yr MAYBE with ice or snow... WALK or take the bus.
I lived 28 yrs in Colorado without snow tires, but now in the GORGE I need 4 wheel studs (freezing rain and 80 mph winds)

Vancouver is Banana Belt. Rare to freeze, rare to snow, never prolonged.

Agreed. Stay there around Vancouver and you won't need snows. If you have somewhere you need to be where there might be ice/snow and you have to drive yourself there, a 2nd set of wheels with dedicated snows might make sense.
