Sounds like a more extreme version of what Winnipeg did with their main intersection. They blocked off the sidewalks with concrete barriers and force the pedestrians to use underground tunnels. Winnipeg, MB - Google Maps
I thought that was pretty bad when I visited, and they didn't even remove the sidewalks, and the speed limit is probably more like 35mph.
