Most UI agencies are now participating in the US Treasury Offset Program and/or Interstate Levy Collection. That means money owed to UI can be recouped on the State's behalf by seizure of federal payments (tax refunds, grants, government pensions, VA education payments, etc.) or by having another State act as a collection agency if the person moves to a different state or has benefits paid to them by another State. Some are using State Debt liens that could attach liens to property you own that makes selling them difficult.

Or as being discussed for monies owed through join federal/state pandemic payments, convert the overpayment to owed taxes which means federal, state or local income, real property, personal property etc. tax payments will first be booked against the overpayment. That will result in running a deficit again actual taxes since what you paid will first be credited against owed back taxes (UI Overpayment) not the taxes you or your employer withheld on your behalf. Kinda like a government version of borrowing from Vinnie.
