yep. so you need your UI weeky claim amount to get the $600. wonder if underpayment to claimants (due to state in the toilet with UI reserves) gets you the $600 federal money. Kind of the reverse of if you have an overpayment due to UI and entire amount gets taken as an offset for overpayment under FPUC guidelines the FPUC $600 is still payable to you because technically you had $1 or more of UI benefit. hmmmm..
Judging by recent actions by the government if the above is even true about the state being out of money you can be sure the Fed will backstop all these claims for UI until the system implodes.

I read something about possible "universal income". It's very unlikely at this point now that they already spent trillions, but if they would have done that to begin with, the money would have actually already reached the people who need it most.

Under federal law, the US DOL must loan states money to shore up their trust funds if the number of claims exceeds the fund's balance and taxation income is lagging. All payments due claimants under any federal payment mandate (disaster, pandemic, federal extension, etc) must be paid by the feds to the states along with the associated administrative costs.
During the last emergency measures (recession) every state had to borrow some money as immediate claims payments soon exceeded fund balances while increase tax payments lags behind outflow. As of today, only the US Virgin Island is still repaying the borrowed funds from the recession.
The issue currently facing all states is that none really trust the current administration to abide by the law much less their promises made to states. States that have been screwed out of promised money before or had legally mandated payments withheld or delayed for political reasons are refusing to spend a penny of their money until the feds check is received and clears. Heck even some loyal to the administration are holding up payments to claimants until they see the money in their hands.
Yep, no states what to have paid out and have the feds change their minds, so they would rather see the fed's role crumble instead of having it blow up in their face. The feds owe the money, but nobody knows if they will play stupid and try doing their own thing at the expense of the claimants.
im still confused, at first you had to qualify for atleast $1 to get the extra 600, now im hearing the PUA is separate from the regular state UI, and you can get it if you dont qualify for regular UI, so which is it?
Or is this just a new york thing?

3 things in play. FPUC $600 a week through end of July (hav to have at least $1 of UI, PEUC, or PUA each week to collect it). PEUC 13 week extension for those who've exhausted benefits after 7/1/19 and PUA claims for those are disqualified under regular UI and loss of employment falls under the COVID19 related claims list. You need to be denied under UI in order to be considered for PUA.
