I have a letter that says your penalty week Balance is 22. This balance expires on 4/05/2020 What does that mean. Also says my balance is $100 But they took the money I owed out of my income taxes don’t know Why I have a balance.

I am in Illinois. 4/05/2020 is that when I can start receiving my benefits again?

I have been Certifying off and on for the past 3 years. My job shuts down 3 times a year.
