There is no possible way to answer this question without knowing the base-year earnings (by quarter) for your claim, your weekly benefit amount, and your initial monetary award.

You got a monetary determination letter from Illinois. Exactly what does it say?

Are you saying you just began claiming 4/15/2013, on a claim which began 10/2/2011? Not possible. The claim would have expired October 2012.

Therefore, this is not your original monetary determination information. Original monetary determination letters do not give claim balances - unless you are quoting from a very old letter part-way through your original claim, which appears it provided 20 weeks' state benefits instead of the maximum 25 weeks payable in Illinois.

Otherwise, the above information relates to an EUC tier balance, which at one time was $8,000 and on which you now have $1,600 remaining. The only way $8,000 makes sense is if your original monetary determination was $10,000 (25x$400). If that is the case, the above information relates to EUC Tier 1 (80% of original monetary determination if filed prior to 9/2/2012), or ($400x25=$10,000x80%=$8,000), on which you now have a $1,600 remaining.

If that is the case, you are also eligible to collect

14 weeks Tier 2
09 weeks Tier 3
10 weeks Tier 4 (if Illinois remains triggered on)

Due to the sequester, your benefit for these, and any other EUC benefits paid beginning June 1, will be reduced 16.8% to $333 through September 28th.

You may want to call Illinois to verify all of the above calculations.
