I have always been led to believe that the official drinking age is 18 in Puerto Rico ... however I find it hard to believe that the Puerto Rico government is willing to forgo the Federal highway funding just to let some kids drink beer at a younger age.

Ive been asked for ID at bars in Puerto Rico so there is some enforcement nowadays.
Did you go into Old San Juan and near areas with lots of Americans? Cause that would most likely to be the case. Far away from there, like my old neighborhood, and nobody gives a darn
