I was reading an article about the nuclear bomb testings on the Bikini Atoll (Bikini Atoll - Wikipedia, the free encyclopedia) and got to thinking that since Spongebob lives in Bikini Bottom and since he and all of the other characters in Bikini Bottom are talking fish (I know it's a cartoon) and what not, is it possible that they are a product of nuclear radiation similar to the characters in Adventure Time.

No. The creator of Spongebob had actually studied to be a Marine Biologist and he ended up creating this cartoon show. It has nothing to do with nuclear radiation (and I can't even believe you asked that!)

I think bikini bottom is just a silly pun of a name for a cartoon that is for kids but the writers know adults will be watching so they thrown a grown up joke every now and again.
