What I mean is, why can't I get ahold of someone in the Water Department? Has anyone in the history of Tucson been able to get through to a human being? I've tried many times over the last week to contact customer service and I've been on hold for up to half an hour each time - or disconnected.

Southwest Gas is worse. They're probably transferring you to the same person each time. If you're spending all this time, just go down there. That can't put you on hold forever when you're standing there.
