This is not an isolated case...in most 3rd world countries, this is a common practice where crime syndicates use minors for criminal activities (under duress or brain washed most of the time) to avoid the arms of the law.
The shooter/murderer in Oslo killed almost a hundred people and the most he can get is life in prison which means 21 years, and after good behavior he will be out in 13 years...the same as a kidnapper who murdered his victim got in Holland.
