Filmed in June, that was an extreme year. Generally, leftovers from the previous winter remain until Labor Day.
This is the Beartooth scenic highway, 50 miles east of the NE entrance into Yellowstone.
nisw, how about celebrating her birthday in the winter. Then you can be assured that she will actually be able to play in snow.
Otherwise, going to Glacier NP or Mt. Ranier, you'll just be able to view snow from a distance. There are a few high elevation places in Colorado where you might find snow to actually touch in June, but August will be much too late.

You can take the "Magic Mile" chairlift up to the permanent icefields on Mount Hood in Oregon from Timberline Lodge, the hotel on the mountainside that featured in The Shining.
Mt. Hood, the Hood River Valley and the Columbia River Gorge are all very close together and comprise (in my view) one of the best family vacation destinations in the US. It's all within an hour of Portland airport, and there's terrific variety, from Mount Hood to waterfalls, rafting, berry picking in the Hood River Valley, hikes, fishing, wind- and kitesurfing at Hood River, visit Herman the Sturgeon and feed the baby trout at the Bonneville hatchery, orchards and vineyards, funky artsy towns.... hard to beat.

Unless there's a really puny one somewhere in Arkansas or Oklahoma there aren't any within 6-8 hours of Houston. It'll take you 10-12 hours to drive to Cloudcroft in New Mexico, and the Colorado resorts are 14+ hours away.

Much depends on Winter/Spring/Late Spring snow pack build up, but having done 5 cross country m'cycle trips and a 13,000 mile car trip, we saw snow in lots of places. What 'place'?
Anywhere in CO, WY, MT, at high elevation, in my experience. And, of course the usual suspects: Tetons, Rainier, Hood, Rocky Mtn Nat Park ice field, et al.

Here is a shot hanging out of our Vette, Beartooth Pass Hwy, MT into WY, the end of June. At the 'top' it looked like what we saw on an Antarctica Peninsula cruise.
I'd vote for an early birthday in May that would still be a fairly novel time of year to encounter snow but be early enough that it wasn't impossible to find some. She'd get to celebrate early, it would still be special and hopefully you wouldn't have to go to Mt. Everest to make it happen
