I'm planning a trip for next March with my significant other along with her sister and brother in law. Her sister and bro-in-law went to an all inclusive resort in Jamaica for their honeymoon last year, and her sister is now set on returning back to that same resort. I have been doing a lot of research and I'm not liking all that I'm reading about Jamaica. I could be wrong, but it sounds like things are going downhill with a growing crime rate and it's overall not all that safe.
I'm hoping to get some help finding a similar all inclusive resort on another Caribbean island that might be a safer and perhaps a little nicer. Are there any other resorts that you might recommend?
For reference, they stayed at Couples Tower Isle in Jamaica. I think they paid around $4k for 8 nights including 2 roundtrip flights from PDX. I definitely don't want to exceed that price tag with any other place (if that's even possible).
The resorts are very safe - as long as it's gated with a guard at the front gate. I wouldn't recommend leaving the resort unless it's with a guided tour - but I would say the same about most vacation places in the Caribbean.
The only place in the Caribbean I've been to where it was safe to explore without a guided tour was the US Virgin Islands. The British Virgin Islands are probably similar.
ETA: My bad, we also left the resort on our own in Cozumel, we had a large group and stuck together.

Don't think that budget, unless you are going for a shorter period, will get you in to Aruba, St Lucia, Barbados or some of the other nicer islands.
If you can still get that price for Jamaica and are fine staying within the resort compound or escorted tour you will be ok.

As mentioned, there are places that will fit that budget, like Mexico or the Dominican Republic. And there are good resorts there, it's not like you'll have to lower your standards. I've been to the Caribbean several times, never paid more than $1,500 per person for 7 nights at an all inclusive resort, including round trip airfare.
Check out Apple Vacations, they have some good deals. For example, there's a 7 night package at an all inclusive 5 gold "apple" (star) resort in Cozumel for only $848 per person, when flying from Denver (deals will vary depending on where you're flying out from). It's a last minute deal though so dates are restricted but if you're flexible and don't mind waiting to book till the last minute, it's a really great option. Even the non-last min deals are often still less than $2000 per person - check the "popular deals", they're always under $2000 per person in my experience.
I just got back from the all-inclusive plan at Al Sol Luxury Village in Punta Cana, Dominican Republic and I would definitely recommend the resort and the country. We felt safe (two females in a rental car, exploring all around) and the water was gorgeous.
Riviera Maya area of Mexico is reasonably safe for foreigners. Mainly because this an area with a lot of tourists, transplants, etc. Tulum, Playa Del Carmen can be explored without an organized tour. Also they have good quality buses that can take tourists to different places, to parks, Mayan sights and senotas. We stayed in Iberostar all-inclusive resorts but we payed around $2500 for the two of us. That was in the fall though, in October and November.

Awesome! Thanks for that recommendation. That resort does look pretty nice, maybe except for the micro-beach they have. I'm definitely leaning toward Dominican Republic over Jamaica. It seems fairly affordable as well.
