I see that when I use Tripadvisor anymore that there is not a lot of talk on the forums or posting of user photos. Any websites similar to this out there?
Virtual Tourist, includes reviews, things to do, restaurants, hotels, videos, photos, local customs, tourist traps, warnings and dangers, off the beaten path, etc. for any city, park, venue you can think of.
I too use TripAdvisor. They've kind of changed the way you see pics now. It used to be right under the review, now it just seems to show up in the pic area - upper left hand side.
It also depends on where you are looking at. Sometimes there is a more general area, for example Colorado, where you see tons of posts, and then under that is the Denver area. Same thing applies to other areas. I am going to Playa this Aug. and I found a site called PlayaInfo. There is also one for Negril, Jamaica. So maybe you could find a site like that?

I have been a member there for a while now (few years or so), but didn't really post much in terms of their forum or reviews. Early this year I started to post a little more often, branching out to other websites that interest me (travel). When it comes to reviews, it is hit or miss. What I have found is that the bad hotels see few reviews. I do think it is because not many folks are going to these places. It seems the hotels with better reviews seem to have a lot more current reviews, likely because they booked that hotel based on those better reviews.
On the forum side, it seems only those state forums with well known tourist destinations are popular. I'm from Indiana, and that Indiana state forum over there is not very active. You see a spike just before the IRL and NASCAR races, and then not much the rest of the year. Any state with a popular national park or tourist trap type area (Wisconsin Dells, Gatlinburg, etc.) will be busy. The Tennessee forum is really busy. Between Memphis, Nashville, Chattanooga, and Smoky Mnt. NP area, it is constantly getting new posts. Same for the Wyoming/Montana (Yellowstone and Glacier) and S. Dakota (Badlands, Mt. Rushmore).
I've been to all of them: TripAdvisor, Fodor's, Flyer Talk, Thorn Tree (Lonely Planet) Virtual Tourist etc.
The one I use the most suits my needs the most, Eurotrip, because it is mostly Europe travel and it is for backpackers.
We're more flashpackers (basically, backpackers on a bigger budget) these days but since we're still fairly frugal, Eurotrip works the best for us, plus they offer excellent advice in the Cheap Flights section.
I too have noticed that some of Tripadvisor's forums are almost dead, while others are quite busy. Actually, that can be true of many forums these days.
I think the internet is now very splintered off, so some content at these places just kind of gets stale and/or dies, while other areas remain dynamic.
