Our universities, museums etc do not receive ANY public/private or government funds. Neither does our transit system.

this is quite obvious. This is why our university research facilities suck, and even the most basic college in US blows us away in that sense. I personally know PHD researchers who left universities like McMasters and U of T in droves because they got much better positions in US.

It seems like Canada really does not care about brains and art. This has always been the case.

I might have dramatized things a bit.

Compared to US, they receive very little. Like I said I know some PHD graduates who worked at universities in Canada, and they all left for US universities for more challenging work and better pay. Can you explain to me then, why Canada cannot keep talent in our country?

Of course they receive something, but there is simply no money in Canada when it comes to promoting culture and knowledge. Just look at the museums and cultural institutions in UK and US, and weep..
