Can anyone share how "out of towners" are welcomed in Cotulla?
We are considering relocating from El Paso. We are semi-retired.
(Currently work at home) We need access to a decent airport (San Antonio)
and Mexico for health care
Any and all insights would be greatly appreciated

I think you will be fine as far as being an out of towner goes. People may be curious as to why you chose there, that was my experience when I moved to a small town in south Texas (a bit north of Cotulla). Join a church to make friends. I have a family member that lived there for a few years and he liked it ok.

By the way, if you are not mexican, you will be the extreme minority.

Uvalde has more things to do, it is in a nicer geographical part of Texas (unless your main concern is hunting), and it is also close to San Antonio and Mexico. It is a few minutes further to San Antonio and the same distance to Mexico.

Just a suggestion, though. I won't steer you away from Cotulla, I think it's an ok town. I'm sure you have your reasons for picking it. If I lived there my only real concern would be schools.

OP is coming from El Paso, so I don't think this will be a culture shock for them.

No culture shock but definitely a boredom factor unless you like a quiet life on a ranch. There is (was) an oil boom in the area as well.
