The cost-of-living in S.A. is cheaper than Houston, until you get to the grocery store. H-E-B is the only game in town (and will rob you)! Houston is much better because of Kroger (Smith's is Kroger's nameplate in LV)!

It also has trouble attracting other national retailers. There is much hubbub about Ikea starting to build their San Antonio store that will open in 2 years. The nearest Ikea is in the northern suburbs of Austin. Best Buy is the only choice for electronics; the nearest Fry's is in North Austin.
HEB robs you? They are pretty competitive even in SA. They are the biggest but not the only game in town (for a reason). If they were a ripoff, do you think people would keep shopping there? They also have a great selection of regional and national products. The Central Markets are great IMO. No complaints from me.

It's called hype. Spread enough hype over the years and you're immune from catastrophes. It's the same reason Blue Bell made a comeback and the executives were not facing criminal charges. The fuzzy wuzzly brand image repeated through the years left a lasting impression on prospective customers. That's the psychology on consumer behavior!

Eventually the crowd/tribal mentality can force people to shop there as it becomes the only feasible game in town. H-E-B and Publix in Florida are eerily very similar. I've noticed that H-E-B in Houston can be run a little differently than in S.A. Houston might just as well become a Kroger town to spite S.A.! (But it's better to be able to enjoy both.)

Only problem is Vegas is very gambling-centric. The casinos pay well for what is pretty much unskilled labor and the COL is low for them to afford niceties in life. If you're highly skilled and in demand (not many professional positions available in LV), you will live like royalty there.

Texas and Nevada have no personal income tax and have similar COL levels. The only difference is the location, whether you want to be out West or in the Middle of America. Texas is more like Nevada and California combined in one state, with the major metros in the eastern part of the state being more like California but still retaining the economic benefits of Nevada.
