I have been traveling around the US and wasting $15,000 moving to 6 states in 2 years and now I'm in Oklahoma City and thinking about going to Tampa Bay. I have an Irish Setter and I would like to rent a house for less than a grand. I need to be close to the VA hospital, any suggestions?

Less than a grand would make it difficult. You might find condos for that price.

Here's some apartments in pretty good areas near the VA but I don't know if they allow dogs.

Or do a Craigslist search specifying dog & "VA Hospital" Also just specify USF or Moffitt which should get you stuff in that general area.

For instance, I just clicked on this one which I happen to drive by every so often

Not a great place but a good place to not spend a lot of money and couldn't be much more convenient. Right near mall. There's a Supermarket right there and one of my favorite Vietnamese restaurants & the VA is just a few blocks north. Problem is that it is on a busy street so not a great place for walking the pooch & might get noisy with all the activity.

Anyway, look around and post what you find and I'm sure you'll get people chiming in as to the character of each neighborhood.

What is your idea of "near" the VA? Is it within a 15 minute drive? Do you need to walk to the VA? I assume you are talking about the VA on Bruce B. Downs and Fletcher Ave.

You are going to be hard pressed to find a house for $1,000 a month. There are many apartments that allow dogs. You could find a 1 bedroom, in a nice complex that allows pets and under $1,000. The VA on Fletcher is not in the greatest of neighborhoods. There are nice communities "near" the VA, but not within walking distance.

It's also likely the OP is referring to the huge VA hospital in St Pete at Bay Pines.

If that's the case, you'll find some houses in the Tyrone Mall area of St Pete near the VA, also in nearby Seminole. A quick look on Craigslist turned up several legit listings that allow for dogs.
