Expand village of Skaneateles with a grid street pattern where geography allows with luxury homes with about 300 to 500 new home sites all with sidewalks
Expand the existing business park and only allow new attractive office buildings
Expand Village of Marcellus with new residential neighborhoods with sidewalks
Build a grocery store and YMCA in the Village of Marcellus and connect them to the surrounding neighborhoods with sidewalks and trails
Build a planned community like Radisson outside the village with a mix of apartments, townhomes and single family homes with trails that connect it with the grocery store and YMCA
Build another Park that is free on Otico Lake with a sandy beach

I believe that all of these towns are pretty much at those populations now or are close to being there.
Fabius actually has a small village that could see some development due to proximity to ski areas. Same with Tully right next to it. Tully is also next to I-81 and in between Syracuse and Cortland. So, it could see more development or at least has room for infill/development around the village.
For Geddes, a lot of development could occur in terms of infill around Milton Avenue, it’s Main Street with housing and residential in current buildings. The portion of the town north of Solvay(Lakeland(cdp), etc. has some room for housing development, as well as commercial/retail potential along State Fair Boulevard. So, it could be a town of about 30,000 with smart, strategic development.
Save a few farmland properties in the Peninsula and the rest build residential mixture of apartments and single family homes with sidewalks and walking trails.
Build a Riverwalk trail walking/running and bicycle path along the Seneca River liked with the new neighborhoods
The area around 690 near the high tension power lines zone business park for office buildings. Lysander is a nice vibe town and future employment should focus only on high paying jobs or offices with white collar jobs
Don't allow ugly warehouses in the town
The area West and north of Beaver Lake save about 40 percent as farmland and the rest build 2 or 3 planned communities of mostly single family homes with sidewalks, trails and a grocery store in each
Link Beaver Lake Nature Center with sidewalks and trails to the residential planned communities, office parks and the Village of Baldwinsville

I’ll do these together, as they along with the village of Baldwinsville(split between the two), make up pretty much the Baldwinsville School District. Keep in mind that Radisson, which originally was Lysander New Community as a part of a HUD planned community network, was slated to hold more people and even create its own schools, etc. So, that could be where the original plan could come to fruition.
Also, there are already two other planned communities in the area in Village Green in Van Buren and the recently formed Timber Banks in Lysander. Both are built around/with golf courses. So, you can expand/fill in with development within and around those communities.
With the village of Baldwinsville, you can fill in and complete infrastructure with areas without sidewalks. Then, build around the village with extended infrastructure.
You also could connect Village Green with Seneca Knolls further south along Route 48 with development.
There is about 38,000 or so between the two towns now and that is with steady growth. So, 60-80,000 seems like a possibility.

I’ll start off by saying that these SW outer towns have population projections that are too high due to their land area, location and it would challenge the character of both. I could see 10,000 tops for Skaneateles and Marcellus is maybe similar to 15,000 tops. Keep in mind that a good portion of the Marcellus SD is in the town of Onondaga.
I can see more development around both, but with more potential infill in the village of Marcellus. Some of that has occurred with the Crown Mill Condos a decade/decade and a half ago or so.
Also keep in mind that Skaneateles had YMCA facilities that are currently not attached to the Y and Onondaga Community College on Onondaga Hill has Y facilities. So, both would be options for people in Marcellus, along with this indoor facility already in the town: https://ultimategoalonline.com/
So, those are some things to consider with both, which by the way are close to big box shopping in Camillus and Auburn.
