I wouldn't say it's a "good" area, but it's not "bad" either. It's very much in transition, but definitely on an upswing. Walking during the day should be fine, but I wouldn't do it after dark. It's not terribly walkable, but there's MetroLink stations at Union Station and Civic Center that can take you to Downtown proper and the Central West End that are very walkable. There's a nice grocery store called Culinaria close to the 8th and Pine station. A great place to take your daughter would be to City Garden at Market and 10th. Every time I've gone there's been a ton of kids and they love it there. If you let us know more specifically where you're living we could be more helpful.

That's actually one of the better parts of Downtown West (on the border between DTW and Midtown). If you go west on Locust past Jefferson you'll hit Midtown Alley, which spans Locust and Olive. There's a lot of cool places to check out around there. It's still an area in transition, but I wouldn't call it "bad" at all. Be careful not to go too far north, though. It's not close to any Metro stations, however, so you may need to invest in a car if you don't have one or think about learning the bus system.

Yeah, the buses are pretty safe, but I prefer the MetroLink. And from the looks of Google maps there don't appear to be any parks in the immediate area, but CityGarden isn't too far away to the east and you could always take the bus to Forest Park.

I'd agree that I wouldn't walk around after dark in this area, but then again, I wouldn't in most areas of St. Louis. It's not a BAD area, but I wouldn't exactly say it's a completely safe area, either. There are a some restaurants in the area, but you'd need to walk 3-4 blocks. If you went around 10-12 blocks east, down to the Washington & Tucker vicinity, you'll have bars/restaurants/shopping galore. It looks like it's only a 9 minute bus ride.
