Best/Worst XC Running States? (school)

What do you believe the top states are for High School Cross Country? Here is how I would rank them:

Best
1. New York
2. Utah
3. California
4. Illinois
5. Washington

Worst
50. Louisiana
49. Mississippi
48. Oklahoma
47. Alabama
46. Tennessee

I believe Pennsylvania is very good, but I kind of think they underachieve with their population and talent. I expect Michigan and Ohio to become very good in the next few years.

I considered switching New York and Utah, but I think New York slightly edges out Utah.

Tough thread. I used to run in cross country for one year. I don't know the question of this thread.
