People with second homes in the Catskills region of New York are being warned to stay away in venom-laced Facebook posts and blunt messages from county officials.
Boardwalks and beaches in some Jersey Shore towns are barricaded, and residents are urging the closure of coastal access bridges to outsiders.
I’m not sure someone can legally limit access to your own property. But perhaps some common sense is in order - if these people are coming to shelter in place they should self-quarantine for 2 weeks and be considerate of full time locals. And bring their own provisions.
I heard that Hawaii is requiring all visitors to self quarantine in their hotels/accomodations for two weeks. Wonder how that works for a 1-week vacation.
FL governor passed law telling NY people flying in that they must do 2 week self-quarantine, not with family they came to stay with. No idea how that can possibly be monitored.
So the doctors/nurses/scientists/police/emt's/etc. all stay on the "front lines" while the acting coaches/interior designers/etc. all relocate to safety and luxury and place local populations at risk.
Can you imagine an episode of the "Twilight Zone" with the only surviving people left on earth was the latter group........

Here on the island of St Croix, the governor ordered all hotels, AirBNBs, etc to stop accepting new guests. He can't stop the airlines from flying people here, but they won't have a place to stay when they arrive (unless it is in a private residence).

The order was made several days before it was actually enacted so that people could cancel their travel plans. Who wants to come to Hawaii and stare at the beach from their hotel room?

He is asking nicely and no one is going to listen. Most are coming for a shorter period than that.
Of course you can't stop 2nd home owners either.
Only a Federal FAA directive can shut down air travel.
