Well said.

In my humble experience, Seattle's traffic is more congested than that of DC, Atlanta, Miami (as in, it's just sloooooow).

However, I think, overall, drivers are more courteous and cautious here than in those places.

So, maybe that's why we're so darned congested, all of these people either slowing down to let other people merge, stopping to wave on people without the right of way, and/or stolidly ensuring that not one cuts in that imaginary line that is not a line, but exists in perception whenever a group of 2 or more individuals (or vehicles) congregates.To wit, if you are passing the car in front of you, you are "cutting in line" hence, it is one's civic duty to drive exactly the speed limit in the passing lane in order to prevent this injustice from happening.

Interesting that the study was based on GPS data from TomTom. There are several ways to judge traffic, and for me what's most important is average total commute time. In that category, the NYC area "wins" hands down

I don't believe it. I have driven in LA, Chicago, DC and Atlanta...ALL way worse than Seattle.
