Gossip is as old as prostitution -- and about as popular in cyberspace -- but it's a long way from the blogging of Perez Hilton to anonymously cyberslamming your classmate as "the biggest **** on campus."
Now the controversial college gossip site Juicycampus.com is facing a raft of subpoenas from law enforcement officials in New Jersey who have been investigating the site for more than a month.
That explains what is probably going on at a particular website.

For specific instances, defamation of character can be pursued, and the web site may be held liable for these specific instances. In addition, the person being defamed can subpoena the web site for the information which would lead to those responsible.
You can't stop people from talking bs on the internet. You can do something about it once they do though. Kind of like life outside the internet.
Freedom of speech aside, its impossible to control the internet. Its a distributed system (by design intent), anyone can run their own server, anyone can operate under the laws of their own country (or atleast the country the server is in), and it is 100% impossible to remove anonymity for that reason alone.
Defamation and Libel are not covered under freedom of speech. Hence why this site attract attention.
