I work in the field, so drive all over the Bay Area. I love BK's Bistro in Fremont, it's a small place, but Dim Sum is freshly cooked always.

My favorites are Koi Palace in Daly City and Hong Kong Flower Lounge in Millbrae (near SFO).

walk around and get a feel for the area, look inside and see if there are lots of Chinese dining inside, thats usually a good indication the dim sum is pretty good, do some window shopping

if it looks fancy and not too busy and you dont see many asians going in thats a bad sign

Hong Kong East Ocean in Emeryville is also excellent, but has the price tag to match it's nice view.

I agree with what others have said that Chinatown really isn't that good for sit-down restaurants. If I'm looking for dim sum, I'll usually just go to one of the cheap carryout places on Stockton. Food's pretty good and much cheaper than a full service place. My personal favorite is Wing Sing Dim Sum on the west side of Stockton, just north of Jackson.

There's also a Hong Kong Flower Lounge located at 17th and Geary in the Outer Richmond.

Supply and demand. Those who demand and can afford good dim sum don't live in Chinatown. Restaurants go where their customers are, and nowadays their customers are in the Richmond/Sunset District, Peninsula, East Bay, etc. Not Chinatown.

I disagree that you can't get good Chinese Food in Chinatown, I love R&G Lounge (A Chinese guy I know from Fremont used to come into the city to go there), and a personal favorite of mine is Great Hunan. For Dim Sum, I always liked Yang Sing (Not in Chinatown). Then again, it's all according to taste, some might not like these places, though I know R&G Lounge is highly rated in Zagat's Guide.

I think the OP was specifically asking for dim sum. The establishment listed by ttocs99 are very good, but I don't think Great Hunan and R&G serve dim sum unless they changed their business model recently.

Yang Sing has outstanding dim sum but it's not in Chinatown - unless they have opened a second one there.

Apparently, a new dim sum place called Lai Hong, just outside of Chinatown, just opened very recently. They're supposedly the same ownership as Hong Kong Lounge so could be good. Maybe someone here have tried it?

I like R&G Lounge, but they don't serve dim sum. Yang Sing is one of my favorites, but it's also the most expensive dim sum restaurant I've been too, so the bill is always over $30 for two when I go, which is over the OP's desired budget.
