I am going to visit San Francisco next week. I was looking to possibly stay with relatives in Foster City or Pleasanton and take BART into the city for a couple of those days. My question is if I should get a muni passport and get a bart pass or is there a way I can do both? Like a clipper card. Im looking for the best value. There's also a good chance I won't go into the city every day, which might rule out muni passports(1, 3 or 7 consecutive days).

A Clipper Card is only convenient, it doesn't save you any money. (Well, a tiny bit on transfers if you take Muni to get to BART.) There isn't any kind of BART pass. The Muni Passport is great, but you have to spend a lot of time on Muni to make it worthwhile, and it sounds like you might not take advantage of it.

I think just planning your trips efficiently and doing some walking for short trips would be the best deal. A ride on Muni costs $2 and gets you a transfer good for a couple hours.

Unless you want to ride a cable car. Then get the Muni passport. It's $6 otherwise!

Note that BART does not go to Foster City. The closest station is in Millbrae, which is about 10 miles away. You'll either have to take a bus or drive to the station in order to catch BART.

You'd catch the bus to the San Mateo Caltrain and take the Northbound train to Millbrae and switch to BART there.
