Hi,
I'm ending my year lease in Lakeside CA, and I have a $2500 deposit that I would like to get back. My landlord informed me that it was for her to fix the house after we leave, her husband informed her the grass was dying in the front yard. We are on water restrictions right now, can she legally charge me money for her grass dying?

That might be hard for a tenant to be charged for a brown lawn. There should have been a checklist you signed before and after your move-in to confirm the lawn condition.It could depend on the judge too...if he owns rental property he may side with the tenant! Many people have brown lawns now,I dont because I will water it extra in hot weather...I need a green lawn to feed all the rabbits on my property so they wont eat my flowers!

My landlord just sent me a bill for $1,200 to put a sod front lawn.
I called the water company they said NO!
landlord, property Mgt, HOA's CANNOT charge you a dime.
Gov Jerry Browne passed a Assembly bill No. 2100. On July 2014
declaring the urgency to take effect immediately

In order to conserve water during California's historic drought by prohibiting an Association from penalizing members who conserve water by watering their lawns less often, it is necessary that this bill take immediate effect.
My water company put out a Emergency drought regulations in June 2015,
can only water 2x a week for 5 min.
as of Sept 2015 to STOP all lawn watering.
(water company says... an association is a connection or relationship between things or people, an organization of persons having a common interest.)
For me that would be my landlord and her newly hired Property Mgr. he wasn't hired until my pre-move out inspection and he botched everything up. made lots of demands. and never gave me a copy of my rights. and no receipts of any kind only a list with deductions.
