My husband may be attending Thomas Jefferson school of Law soon and so we are wondering where in San Diego is the most family friendly. We will be living off of student loans too so we need somewhere that is affordable but safe.

Renting in Mission Hills is not overly pricey and safe and good public school, and it used to be next to Thomas Jefferson.

If you have kids and need a house vs. a condo, Mission Hills is pretty pricey, if you are living off of student loans, and the good elementary school there (Grant) is in the really pricey area. San Diego doesn't have the best schools around, try checking for a site for school comparisons (e.g. greatschools.net), the best school are usually in the better areas. My daughter goes to school (Dailard) in the San Carlos area (just northwest of SDSU) and the area and schools are pretty safe and not that pricey. Although your husband will have to do a ~15 minute commute to Thomas Jefferson.
