What the heck is that tower and tanks on the south side of El Cajon Blvd, east of Oregon and west of 30th, and why is it there?

Do you mean the water tower? The ECB prostitutes have been known to hide around it.

The North Park Water Tower is a landmark in North Park. It is reputed to actually be a storage tank for the massive amounts of gravy served at the landmark Chicken Pie Shop on El Cajon Blvd, just to the northwest of the "water" tower.

LOL.

But seriously, it's a water tower with a neighborhood sports complex built up around it.

Hmm, never noticed it and I used to live off of El Cajon near that area.

Anyway I would like to know what that big/tall ugly charcoal black tower is in El Cajon (city) next to the 125 freeway near Grossmont Ave.

You mean this thing? It's also a water tower, and a piece of public art. People either love it or hate it. I actually kind of like it..

That's not mine but an interesting ugly as well. Reminds me of the Ho Chi Minh tank in Boston.
