On a Thursday just for 1 day, I have to be in Temecula at 11am. Is it better to take the 15 south fwy OR the 215 south fwy as far as less congestion, etc.?

The 15, traffic shouldn't be bad at that hour. Once you get south of the 91 it should be wide open.

I agree with Dunbar42. Also, I thought there was construction from the 60/215 interchange and along the 215 in certain places.
