Can anyone recommend an apartment complex that caters to senior citizens? Some of the requirements are a 1-bedroom near shops with accessibility to buses. A decent neighborhood would be a better choice. Rent budget would be around $500/month.

I'm not sure about costs, but you may want to check out The Towers on Park Lane .

There a place on Fredericksburg near Babcock that is built for seniors. It has everything planned and caters to senior needs. I don't even know the name of it. I do know it has good security and is brand new.
It's just south of Babcock on Fred Rd.

If you are looking for small town living, yet quick access to excellent doctors and hospital and want only senior living, try Fredericksburg Seniors Apartments in Fredericksburg Texas, at 591 East Highway Street. Just been rehabbed, rent is income based with basic one-bedroom beginning at 380.00

Not sure, but I think the monthly fee (not including the unit rent)at the Towers exceeds $500 per month. And the Towers is a Co-op, not apartments.

There are 2 different complexes in Boerne. One is brand new. Rent is controlled. I believe it is called Terraces at Cibolo Creek. Is Boerne too far out?

The OP was asking for this in 2007. He's probably found something by now.

I saw it from the poster above me but I thought of those apartments as I see them on my way to work. Could possibly be useful to someone else.
