Pretty much DOA, the city won't give away the store to redo an area that will be harder than any other in town. Start redevelopment of the Northeast side then hope than it can trickle down to the East side.

Very interesting article involving this project.

The article mentions:

In San Antonio, the California-based HollyHills Group has bought land around the arena and announced plans for a complex of shops, sports fields, a hotel and even a NASCAR track. Some county officials were openly skeptical.
"We have not walked away from the East Side vision," said T.J. Connolly, the company's spokesman.

I really would like to see this move ahead. I think it would help a ton in landing an NFL team, and would be a great asset to the city. It would boost the sports image of the city and increase the number of visitors to the city. The city should be throwing tons of incentives to HollyHills for this, and help out in any way they can. This would really help turn San Antonio into a world-class city. We'd have a chance at hosting international games such as the Pan American Games. Anyone up for writing some letters to urge this project along?

You know what, though.... I don't really want San Antonio to get that big and to host such huge events....
I know a lot of you do.... I'm guessing those of you who do are probably much younger than me..... but honestly.... I watched Los Angeles grow up all around me...... from orange groves to blacktopped 5 lane (each way) freeways with "HOV" lanes, houses built so close together you can hear the toilet flush next door.... I lived there from the age of 13 to the age of 45, and when I went back to attend my niece's wedding a few years ago, nothing had gotten any better.
No, I don't want to grow old in the midst of all that chaos, angry drivers -(well, yeah, we've already got those, but they haven't started shooting yet - yeah, for real.....) - smog that makes your head ache 24/7, neighbors that you can literally 'reach out and touch'......
No thanks.... I won't be supporting any plans to host an international anything....
