I'm no "expert" but quiet, affordable, rural near Salem to me means Dallas, Monmouth, Independence. They are all west of Salem about 12-13 miles. Monmouth and Independence are really close and there is a college in Monmouth (Western Oregon University). They are all small towns,I believe Dallas is the largest with a population of around 15,000.

uh yeah, Dallas Monmouth and Independance are all crap hole cities. Infested with drug problems, you're best bet is to seek the outskirts of Salem, specifically South Salem.

Or Silverton.
