If he's a recruiter for national security firms and you want to be where there's a big military base to recruit from Watertown (NY) has Fort Drum. There are also several Homeland Security offices up here near the border, same with Buffalo I would imagine.

He is a self-employed recruiter that places people that call on the Government selling National Security software, etc. He also does searches for companies like Oracle, etc. His business is mainly in D.C., Virginia,Colorado and Boston which is where the candidates live and businesses are to call on. He prefers Boston due to lower property taxes, personal income tax, corporate taxes and the ability to have certain deductions that you can't in Ct. or N.Y. Ma. is not my first choice but it looks like that is where we will be.

Default Rochester and Boston

As someone who recently moved from Boston to Rochester, I can throw in my
few cents:
Quality of Life is definitely *much* better in Rochester. Things are accessible, no traffic. Lots of places to go with kids. Love having Wegmans open 24 hours. In Boston, StopAndShops would close by 6pm on Sunday.
If you're single, don't move here though. Nothing much to do.
Don't come here and look for a job. You might be in rough waters or have to settle for far lower compensation. Cost of living is not that low - I don't care what people say. That said, I see lots and lots of small businesses coming up so if you've entrepreneurial jean, jump right in.
People are generally more friendly for sure.

hahaha..... Being from Boston you could well have the Irish part down... but I'm pretty sure Mayor Duffy has lived in the city of Rochester his whole life.
