He's being sarcastic. Warwick is a city- dense in most parts- chickens should not be allowed.
I really wasn't. The entire city isn't dense. It seems archaic how one living on an acre down in Warwick Neck, cannot have chickens. I know people who do with less than that.
^I've also heard that some people in South Providence have chickens.
