The city could easily be destroyed with random speculative developments that destroy the character of the city and what makes it truly attractive. That is the larger issue in my opinion.

That's hardly what's destroying the city right now Holly. Face it, nobody is throwing up housing projects in the desirable areas. But you are correct, the city can and should take reasonable measures to protect the fabric of its neighborhoods. With that said, I still think even a cookie cutter hotel is less harmful to the "character of the city" that another vacant lot.
