I believe it is because the OP birthday is 1-1-59 and technically you turn 62 the day before your birthday which in this case is 12-31-58.
And yes the same is true for turning 21 years of age.

What she said ^^^. That's what I meant when I wrote in the OP that it was a fluke that my FRA is 66 and 8 months instead of 66 and 10 months. (But BabyJuly, seriously: that's all you got out of this entire thread?! )
