The issue on darkness has to do with reflectivity, since usually the taillight is also the reflector. The guy in question here has LEDs that are pretty bright through the smoked lenses though the smoked lenses shown were put on AFTER this traffic stop. Apparently at the time, they were still clear:





None of what the officer or judge supposedly said had anything to do with smoked lights. Judging from how this guy responded, I'm sure had it been about lights too dark, he would have been going off about that, so it wasn't about light transmittance but about the reflector.
