No, those ideas are not part of the current teachings of the Church of Jesus Christ of Latter-Day Saints (aka, the Mormon Church, however, some break offs of the main LDS church also call themselves Mormons, such as the FLDS, and they do hold those beliefs about blacks).
Now, were statements, similar to those in your post, made by previous LDS Church leaders (Mormon apostles, etc)? Yes.
Edit: By the way, the Bible of the Mormons is the King James Bible. Joseph Smith, not John Smith, claimed to have translated scripture written by ancestors of the Native Americans, and called it the "Book of Mormon". Mormons do not refer to that book as their Bible, however.
