Advice on first lowball offer (agent, price, economy, buyer)

Looking at buying a parcel out in a rural area. It's a rural subdivision (so far only 1 person has built) with about 10 parcels and 4-5 sold. The entire subdivision has been on the market for about 3-4 years with little activity.
I'd like to put in an offer for one parcel but am looking for some advice on how I can get the lowest price. I'm thinking of putting in a lowball offer now and, if not accepted, I will come back at the end of this year and put in another offer.
Thoughts on this method? I have a buyer's agent and I will pose the same questions to him. I'm just wondering if anyone has any tips they'd like to share. Comps show people have gotten about 7-10% off the asking price, but that was almost 1.5 years ago. With the way the economy is now, I'd wager that going for 20% off asking price may be a good start? Is that considered "lowball" ?
Any offer, less, is a smart move, and you never know, if its in line, until you offer. So good luck, and hope you get it. They could accept, or even counter.
