We send billions to various levels of governments--state, feds, local, etc. There are serious checks & balances to prevent outright theft/fraud. It would take several people working together to pull off the type of theft you refer to. Very unlikely to happen.

What does happen is gov officials (elected or not) pulling a scam, rather than outright theft (I know, semantics). They'll set up a friend as a vendor, then have them bill for work that was never done. Yada yada a million examples....
Hope some president can change this situation, I think people in Texas pay too much property tax.

Presidential politics cannot override state, county or city property tax policies.
