Couple questions:
A) Is your school a Title One school? If it is, and it has failed to meet AYP two years in a row, then according to NCLB (federal law), you MUST be granted a transfer upon request to another school (the rub is, WCPSS gets to pick the school-of-transfer, you don't).
B) Are you looking to move just to avoid Wake Schools as a whole? I can't fault you there, we did the same thing, but I am not sure Johnston County (outside of a few schools that were good (last I looked, 3 years ago) in Clayton) is the answer.
You might be better off savings your pennies (and forgoing moving expenses and the cost of selling your home/buying a new home, etc...) and trying private/parochial schools. Most will work with you if you cannot pay tuition in one lump each year.
