Thanks for the reply,thats the kicker we have waste pick up,and there is an hoa.I guess I'll check with the hoa.
Actually yard waste is not permitted in a lot of waste pick up. I know in my city we cannot put yard waste in our standard trash cans; it has to be bagged separately for separate pick up.
Like the previous poster said, welcome to the south. It is what a lot of people do, how they have done it, and how they insist on doing it.
I am sure if you have moved here from somewhere, you may not like it, and you may be able to get the police or other authorities to make them stop, but that will just be one more reason to dislike the influx of newbies into NC.
Not sayin' it is right or wrong, but I am certain that will be the case.

I would suggest you contact the Franklin Solid Waste Management Department in Louisburg. The are responsible for the ordinances regarding the management, transportation, collection and disposal of solid wastes. They enact ordinances given to them by right of NC statute.
