A huge tract of land has been cleared just east of the intersection of 98/Six Forks (about a mile or so east of Six Forks). Anyone know what's going on here?

The land backs up to Falls Lake and there appear to be hiking trails there along the shoreline. Only thing remaining on the land, aside from a few trees, is an old barn/building.

I've only been here a couple of years... I'm curious, is it normal for the City of Raleigh to build a park that is at least 4-5 miles outside of its own city limits ?

The Raleigh city limits end at Old Falls of the Neuse Rd, so it's not that far outside the city limits. And, from the "History" section on the linked page:

"Forest Ridge is a 586-acre peninsula on Falls Lake located between Falls Dam and Highway 98. It is owned by the United States Army Corps of Engineers (USACE) and managed by the North Carolina Department of Environment and Natural Resources (NCDENR). The City of Raleigh and these two agencies agreed to a multi-agency partnership to prepare a Master Plan for the site. Funds for Phase I development were approved by the public in the 2003 Parks and Recreation Bond Referendum."
