Same situation years ago. We ended up taking shots on Falls lake dam. However, after checking street view I don't recall the handrails being there during the photo shoot. I do recall the shoot was during the winter so there was a clear shot of the lake.
Another location I've seen for car photo shoots was Dix campus using the city skyline as the back drop. These weren't shots for a magazine but just to have nice pictures I guess.

I've seen parking decks/garages used with good outcome. Or an old washed out brick wall like found in many of the smaller downtowns around, such as Louisburg, Smithfield, Clayton, etc.

Really? When did that change? I drove across it just a few months ago. Actually, there is a f/b page for Falls lake dam and someone posted a picture on the 27th driving across it.
I've heard rumor of the road into the Falls Dam area being open, but I've never seen the gates open in the last couple of years. Usually, the gates are locked, even when the "park" is open.
^I've never heard of the road being permanently closed. Yes, the gates are only open during daylight hours for vehicle traffic but that doesn't mean the road is closed.
Heck, the Google car drove across it July '13 and the latest satellite imagery taken summer of '15 shows cars on it.
Just saying, last few times I went over there, during "open park hours", the gates were locked.
