I will be coming from Atlanta when I move to the Raleigh area and one of my fave things to do in Atl was go to live shows. My fave genres are neo-soul & r&b, so those are the shows I'm interested in. I'm also not talking about it necessarily being really famous ppl, I'm actually into underground artists or artists who aren't in the mainstream shall I say. Thanks in advance for any info!

The closest thing I can think of would be Beyu Caffe in Durham. They lean more towards the jazz side of R&B though. Home - Beyu Caffe If you find a place, be sure to come back and post here because I'd definitely be interested in this type of live music as well.

There's not much. Jazz is kinda big in Durham, and indie rock rules in Chapel Hill and Carrboro, and to a lesser degree in Raleigh. There's been some underground hip hop that flares up from time to time, but not a big scene.

As a research point, you might check into some of the "historically black" universities in the area: Shaw, St Augustine's, and NC Central. Look at their music department offerings, email the instructors of courses that might be down that vein? That's the kind of thing I would do if I were trying to "tap into" a new area.
