Sellers do not have to disclose. They can make "No Representation" regarding work and permits in #16, Page 3 of the NC Residential Property Disclosure Statement.
They just cannot lie.

The agent has to disclose.

That is correct. However, according to the OP, sellers filled out the disclosure without disclosing. If sellers fill out the disclosure and check "No Representation" on one item, as a buyer's agent, that would be a red flag to me. I can't imagine any Realtor that has any experience wouldn't question that! I'm talking real world and I wonder about any Agent that would recommend that their sellers do that.

My favorite tell is the meticulously filled out disclosure, with "No Representation" on type of waterlines.

Yes. According to them, they were unaware of the unpermitted space until our home inspection team commented on it.

All the realtors here have taught me so much about buying or selling a house.

I was very lucky when I bought the house I did many years ago. I have since sold it and moved into an apartment but I had a great seller and their agent, and I had my agent who was also fantastic. Everything was disclosed truthfully and the inspector I hired said he would buy the house if I didn't.

That house holds a lot of happy memories. If it wasn't for my progressive illness I would have never sold it.
