How is it for an artist??? (Raleigh: utilities, living in, low cost)

I am an artist living in upstate South carolina, but there are not many jobs here and the industries that are here seem less diverse than other parts of he country. I am considering a move across the boarder to NC. I am curious what it is like for artists living in the Raleigh/tirangle area. Are artists supported by local citizens? Are there lots of art programs? What is the state funding like for the arts and artists? Where do artists live? Any safe low cost living/studio spaces?

What are average utilities costs? Art stores outside of Michaels?
