I know you mentioned Raleigh/Cary but if you come up dry there check out Atlantic Auto Exchange in Durham. Chip is a great guy to work with and they have some very nice cars at competitive prices. They don't have a huge inventory but the website has an inventory list with details.
Silver State Imports has always been an honest place IMO. I like to DIY a lot of stuff on my car, I know what to look for, and they put a tag on their car and let me bring it home to pick it apart. Very cool. I actually was going to buy the car but a guy put in an offer not more than 5 mins before me. Grrrrrrrr.
we bought a salvage vehicle, although i don't believe they are selling as many of those now as they were. they allowed us to review the accident report & the NC certification of repairs made to the vehicle. they only buy salvage vehicles with body damage, not with engine or frame damage. we've been pleased with our vehicle & their customer service (they fixed - for free - an issue with our trunk leaking from fitting a bit off.)
as i mentioned, i don't think they do many more salvage vehicles but we were impressed with the level of reparis, pricing, & customer service on the one we purchased. you can take a gander at their inventory any time on line as they always keep it updated (keep in mind that any salvage vehicles are marked as "history" & they will allow you to review the file on it including the accident report & repair ceritfication).
I can't really recommend any place, but I can tell you where to avoid.
Sorry, but I can't recommend CARMAX. They love to tout that they make car buying easy. Yes, it's easy on them because they don't negotiate. Their prices really aren't competitive either. I wanted an estimate for my trade-in and let the sales-person know what range I wanted for my trade-in. I mentioned that if they didn't think I could get anything within that range, it really wouldn't be worth the time to have my car inspected by them (which on a busy Saturday, takes a long time!) They insisted on the inspection and it turns out their number was nowhere near my range. It was even worse than what other dealers in the area told me they would pay. Waste of time! The type of used cars (imports) that I wanted and was looking at weren't competitively priced on their lot either.
I've been to Westgate Imports too - staff is nice, cars are priced well... but there is definitely a reason they are priced lower. Some are salvage, some just smell really weird - maybe you can find something if you dig through.
Also - avoid Hendrick... especially Hendrick Dodge. Hendrick GMC isn't good either. Hendrick Dodge plays nasty games with you. They are the epitome of bad used-car salesmen. Hendrick GMC doesn't listen to their customers. Bad experiences with both of them.
