It's so easy to find things to do w/ kids indoors in the rainy months in Portland. Your wife won't have any problem entertaining them. I second the indoor park co-ops.... there are several around Portland and most Park & Rec centers also offer indoor parks. My kids lived at Sellwood Community Center when they were under 5 years old.... so many great CHEAP classes like Music Marching & Make Believe and Messy Monet. Metro Parent ( a free magazine) offers a ton of ideas and events for kids in Portland. Oh, and don't forget your local library.... lots of story times, art events, special events like Captain Bogg & the Salty Band.

I also would bundle up the kids (rain boots & rain coats) and just let them play outside in the rain until they were cold. Then it was back inside for hot chocolate. There is more laundry involved but the kids love it and honestly I bet your wife will too (miss the laundry part).

OMSI & Children Museum (CM2) memberships are worth their weight in gold.
I think Portland is one of the easiest cities in the country to keep the under 7 set entertained. And the entertainment is pretty darned cheap.
