I wouldn't mind living in Northern California. If you gave me a free house I still wouldn't live in Texas. I can think of 40 states and 3 countries I'd live before living in TexASS.
Coyotes typically go after small dogs and cats.
That coyote wasn't about to attack the Governor. He was protecting his dog.

I live in a town surrounded by farms, I volunteered for several years in a wildlife management organization, and half of my family lives on farms or in rural areas. I'm familiar with coyotes, and know that unless there's a food shortage or they're diseased, they won't approach humans, even to prey on other animals.
You forgot a few points from the CA governor's response...
- Border patrol redeployed from the Mexico border to search for coyote
- Leadership of LA and other major cities encourage protest over harrassment of coyote
- Coyotes given "special" status and awarded free food and vet care by the government

You must have a different bread of 'yote back east. Around here they commonly feed on animals in proximity to humans. We have lost several cats out of our yard, neighbors have lost small dogs. And I have seen several deer kills by coyotes.

Texas doesn't need any more people whose belt size and IQ are equal.
...and then nobody pays attention to the fact that a coyote was acting unusually in suddenly attacking a person and a dog unprovoked. Is it starvation? Disease? Destruction of normal hunting grounds? We'll never know, because the governor of Texas goes along on his merry way without bothering to investigate the problem. Then there won't be any way to prevent another diseased/starving coyote from the area attacking a toddler that doesn't have access to a .45 ACP hollow point cartridge.
The people in Texas don't rely on the state to keep their children safe, and actually take that responsibility on themselves. When the coyote jumps out at the toddler in Texas, the parent is close by and employs the aforementioned .45 ACP to protect their child. In California, the parent would watch in horror as they dialed 911 on their cellphone, then blame the cops for showing up "late."
What I never quite understood, California is almost broke, but then again, it is full of renowned companies, rich people, zillions of tourists, agriculture ...

It's also full of people on government supplied health care, loads of entitlement programs, small businesses, poor people, highly paid government workers who want more $$$
